PURPOSE OF CLASSIFICATION: The purpose of this classification is to develop and maintain the Geographic Information System (GIS) data for the Stormwater Management Department and for related infrastructures to the Engineering and Public Works. Duties include, but not limited to; performing statistical and quantitative spatial analysis for project support; creating, designing and modifying customized maps for staff and public use; collecting, compiling and performing analysis on data required by EPA permitting of Knox County; and performing additional duties as assigned by the Stormwater Manager. 
ESSENTIAL FUNCTIONS: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Develops and maintains GIS data for stormwater infrastructure. Performs statistical and quantitative spatial analysis for project support. Creates, designs, and modifies customized maps for staff and public use. Develops, implements and applies strategies for the collection and analysis of field data. Serves as first line of support for GIS application users within the Engineering and Public Works Department, and helps project managers make better decisions about how to use spatial data in their projects. Collects, compiles and performs analysis on data required by EPA permitting of Knox County. Integrates GIS and spatial planning into strategic stormwater management planning. Develops and maintains the spatial databases to support the ityworks 
asset management system (AMS) for Stormwater Management and EPW. Server side configuration for web-based applications. Under supervision assists in reviewing pay requests and evaluating project scope and level of completion related to budgeting for GIS and data related projects. 
ADDITIONAL JOB FUNCTIONS: Responsible for the development, implementation, and application of strategies for the collection and analysis of field data in support of EPA required stream assessments, field inspections and field evaluation. Responds to and reports immediately if called upon by local regional or central office supervisors, as part of a coordinated emergency response by the Knox County Department of Health. Performs other related duties as required. 
MINIMUM TRAINING AND QUALIFICATIONS: Bachelor’s Degree required in Computer Science or Geography, or in related field; with minimum of two (2) years equivalent experience in GIS/Computer Science; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Must be 
proficient in Microsoft Office. Must possess and maintain a valid Tennessee Drivers License. 
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of office machines and equipment such as personal computers, printers, telephones, photocopiers, PC projector, VCR and monitor, GPS data collector and fax machines. Must be able to use body members to walk, sit, stand, crouch, stoop, work, move or carry objects or materials. Physical demand requirements are at levels of those for active work. 
SALARY: $35,115.11 annually
