Job Summary
Performs intermediate technical work managing the Town's geographical information system and configuring, installing and maintaining networks, providing technical support and training users, troubleshooting, repairing and maintaining computer software, hardware and office equipment, installing and upgrading information systems, and related work as apparent or assigned. Work is performed under the limited supervision of the Assistant Town Administrator.

Essential Functions
Oversees the maintenance, use and development of the Town's geodatabase in accordance with the best practices in municipal geographical information system (GIS).
Manages all internal GIS software accounts and regional user groups.
Maintains the internal user interfaces for the Town GIS users.
Designs and implements GIS training programs.
Develops and maintains uniform policies and procedures for GIS operations.
Provides GIS analysis and output as needed for town operations.
Maintains site licenses for department and Town-wide.
Manages records management system including periodic review of changes needed
Trains users in learning new computer and network based software products.
Investigates user problems and identify source; determine possible solutions; tests and impliment solutions.
Assists in preparing department budget.
Installs, configures, and maintains personal computers, Windows network, network cabling, Audio Visual (AV) equipment, and other related equipment; adds or upgrades and configures disk drives, printers and related equipment.
Advises user departments concerning purchase and using of equipment.
Researches hardware, software, and AV equipment online finding appropriate equipment to improve computer and AV capabilities.
Coordinates vendor and third party installation, support, and upgrades on-site to ensure continuity of service.
Complies with the privacy and security standards as outlined in the HIPAA compliance policies and procedures.
Maintains inventory of computer hardware, software, telephone, and AV equipment.
Responds to citizen requests and complaints.


Knowledge, Skills and Abilities -
Thorough knowledge of geographic information system concepts; thorough knowledge of the best practices in municipal GIS deployment; thorough knowledge of standard hardware, peripheral and other configurations of the trade; thorough knowledge of data management, retrieval and back up procedures; general knowledge of applicable laws, rules, regulations pertaining to municipal code and town ordinances; thorough skill deploying and maintaining GIS systems; general skill organizing resources and establishing priorities; ability to identify and resolve computer system malfunctions and operational problems; ability to install, configure and maintain personal computers, networks, and related hardware and software; ability to follow written and oral instructions; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to prioritize and organize work; ability to establish and maintain effective working relationships with associates and the general public.

Education and Experience
Bachelor's degree in geography, computer science, information systems, or related field and moderate experience with using industry standard GIS programs and computer networking, design and system administration or equivalent combination of education and experience.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
