GENERAL DEFINITION AND CONDITIONS OF WORK
: Performs intermediate skilled technical work assisting the GIS Manager with the maintenance of the GIS system including data entry and system maintenance, performing GPS field work, responding to requests for information, assisting with software upgrades, and related work as apparent or assigned. Work is performed under the limited supervision of the GIS Manager. This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work requires close vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to other accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (nonweather), exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a quiet location (e.g. library, private offices). 

​ESSENTIAL FUNCTIONS/TYPICAL TASKS: 
  • Creates and maintains data and information in the county-wide enterprise Geographic Information System (GIS).
  • Creates and updates maps, related visual products and reports. 
  • Provides technical assistance to the general public and other governmental personnel. 
  • Assists the general public, outside consultants and internal customers with data acquisition and custom map requests. 
  • Performs asset inventory for internal departments utilizing specialist hardware and software. 
  • Assists the GIS Manager with creating, testing, maintaining and improving the ArcGIS server applications and web services. 
  • Assists the GIS manager with software installations, upgrades and patches. 
  • Performs quality assurance and quality control on data layers and make corrections as needed. 
  • Analyzes GIS program for efficiency; streamlines and automates data processing using a variety of scripting languages.

​KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of Geographic Information Systems (GIS) concepts, procedures, and applications; thorough knowledge of esri ArcGIS platform including ArcGIS Desktop, ArcGIS Server, & ArcGIS Online; thorough knowledge of functional and technical requirements for GIS hardware and software; thorough knowledge of scripting languages including Python and JavaScript; thorough knowledge of CSS/CSS3, HTML/HTML5, thorough knowledge of relational database management systems (RDBMS), specifically Microsoft SQL Server; thorough knowledge of and skill in cartographic map design, accuracy of presentation with required map components and elements, ​layout, and design; ability to analyze business methods and procedures, develop appropriate GIS solutions, and implement recommendations in support of goals; ability to analyze user needs, processes, and procedures for GIS application; ability to understand and carry out oral and written instructions; ability to read, understand, and apply complex written materials such as ordinances, technical manuals and software application guides; ability to prepare accurate and reliable technical reports and manuals; ability to communicate clearly and effectively, orally and in writing, including technical solutions in a user-friendly manner; ability to exercise sound judgment in evaluating situations and in making decisions; ability to plan, organize, prioritize, and manage a high volume of work and multiple projects and responsibilities while ensuring quality performance and meeting firm deadlines; ability to work independently and with supervisor and coworkers using teamwork approaches; ability to solve problems involving complex variables; ability to fulfill all duties with ethical conduct, individual initiative, creative problem solving, and responsive service; ability to demonstrate professional work habits including reliability, dependability, punctuality, adaptability, creativity, and enthusiasm for the job; ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; ability to create, manage and maintain webmap services for both in server and cloud-based environments; ability to use Microsoft Office applications including Microsoft Word, Excel and Access for advanced data analysis, management and reporting functions; ability to develop ArcGIS·based geoprocessing models; ability to provide general computer and technical support including desktop computer installation, configuration and troubleshooting including limited ability to assist in the maintenance of a computer network; ability to interact professionally and cooperatively and establish and maintain effective working relationships with coworkers, officials, consultants, contractors, representatives of outside agencies, the general public, and all those encountered in the course of work. 

​EDUCATION AND EXPERIENCE: Bachelor's degree in geography, GIS, computer science, or related field and moderate experience in project management, GIS analysis, database analysis, cartography, GPS data collection and web design, or equivalent combination of education and experience. Possession of an appropriate driver’s license valid in the State of Tennessee.
